A. Judul Skripsi

Judul Skripsi yang diajukan adalah PEMBANGUNAN PASAR TRADISIONAL MODERN yang rencananya akan dibangun di wilayah Kota Jayapura.


B. Latar Belakang

Kota Jayapura merupakan salah satu dari 23 Kabupaten/Kota yang ada di Provinsi Papua. Jayapura selain merupakan Ibukota Kota Jayapura, juga merupakan ibukota Provinsi Papua. Kota Jayapura dengan luas wilayah 93.955 Ha, dan letak Kota Jayapura secara geografis pada 1º 28’ 17,26" - 3º 58’0,82" Lintang Selatan dan 137º34’ 10,6" - 141º0’ 8.22" Bujur Timur
Secara administrasi Kota Jayapura berbatasan dengan:
• Sebelah Utara dengan: Samudera Pasifik
• Sebelah Selatan dengan: Distrik Arso (Kabupaten Keerom)
• Sebelah Timur dengan: Negara Papua Nugini (PNG)
• Sebelah Barat dengan: Distrik Sentani dan Distrik Depapre (Kabupaten Jayapura)
Kota Jayapura terdiri dari 5 Distrik yaitu Distrik Abepura, Jayapura Selatan, Jayapura Utara, Heram dan Muara Tami. Dari kelima Distrik tersebut, terbagi lagi menjadi 25 Kelurahan 14 Desa, yang sekarang lebih dikenal dengan istilah Kampung.
1. Kependudukan
Dengan meningkatnya kegiatan penduduk perkotaan di kota Jayapura perlu mendapatkan dukungan dengan melakukan percepatan pembangunan sarana dan prasarana perkotaan, salah satunya adalah sektor pelayanan air minum yang sangat dibutuhkan oleh masyarakat untuk menunjang kegiatan perekonomian daerah, mengingat sebagian masyarakat di Kota Jayapura sulit untuk mendapatkan air minum, dan ini merupakan kewajiban dari Pemerintah baik pusat maupun daerah.
Jumlah penduduk “kota Jayapura dalam angka tahun 2007” adalah sebesar 236.036 jiwa dengan jumlah penduduk terbesar ada di Jayapura Selatan dengan 36% (85.875 jiwa), Jayapura Utara sebesar 28% (66.829 jiwa), Abepura sebesar 30% (71.513 jiwa), dan Muara Tami sebesar 6% (11.817 jiwa). Kepadatan penduduk tertinggi di Distrik Jayapura Selatan dengan 1300 jiwa/km2.
Perkembangan penduduk di kota Jayapura yang diperkirakan mengalami pertumbuhan populasi sebesar 4,13% pertahun dan terkonsentrasi di Distrik Jayapura Utara dengan jumlah penduduk terbesar yaitu sebanyak 89.151 jiwa pada tahun 2008,

Rata-rata kepadatan penduduk adalah 251 orang/km2 atau 2.51 orang/ha. Distrik terpadat adalah Distrik Jayapura Selatan yaitu 1.407 orang per km2 atau 14 orang per ha, dan wilayah padat lainnya yaitu Distrik Jayapura Utara 1.310 jiwa per km2 atau 13 jiwa per ha. Seperti tertera pada tabel berikut ini:

2. Keadaan Topografi
Keseluruhan kawasan Kota Jayapura cukup bervariasi mulai datar, dan berbukit hingga lembah, dengan ketinggian 1-300m diatas permukaan laut. Pada bagian bagian timur Kota jayapura, merupakan daerah dataran rendah, lembah hingga daerah pantai, seperti dataran rendah Koya, Muara tami dan pantai Holtekam. Pada bagian barat wilayah Kota Jayapura merupakan Dataran tinggi yang merupakan deretan pegunungan yang membentang mulai dari pegunungan Cyklop yang berada di Kota dan Kabupaten Jayapura hingga membentang pada deretan pegunungan Vanree, Gauter, Fojha, Bonggo, Karamar, dan Irier, yang terdapat didaerah Mamberano melewati mamberamo Tengah dan Hulu. Jalur Pegunungan ini, membelok keselatan bersambungan dengan pegunungan Karamar yang membentang sepanjang daerah perbatasan.

3. Iklim, Curah Hujan dan Hidrologi
Kota jayapura Secara umum beriklim tropis dengan suhu rata-rata 28ºC yaitu dengan suhu maksimum 32º dan suhu minimum 29º yang terjadi pada tahun 2007, suhu udara tertinggi terjadi pada bulan Juni, dan suhu terendah terjadi pada bulan Desember. Curah hujan bervariasi antara 45-255 mm/tahun dengan hari hujan rata-rat antara 148-175 hari hujan/tahun. Kelembaban udara 82% bervariasi sepanjang tahun dari bulan Jabuari sampai dengan Desember, kelembaban udara terkecil 77% terjadi pada bulan Januari, dan rata-rata 82%. Musim hujan berkisar antara bulan Desember sampai dengan Mei dengan curah hujan maksimum terjadi pada bulan Maret.

4. Tata Guna Lahan
Pemanfaatan lahan kota Jayapura dari luas 94.000 ha, pemanfaatan ruang sebagai kawasan Budidaya untuk pemukiman, wilayah produktif, alang-alang, rawa/pasang surut, Danau sebesar 14.219,82 Ha, dan Kawasan lindung sebesar 79.780 Ha dimana secara garis besar dikelompokkan menjadi:
 Kawasan Terbuka
Sesuai dengan kondisi topografinya yang berupa perbukitan maka penggunaan lahan dominan berupa daerah hijau. Luas arealnya 79.780 ha (84,87%) yang dihitung dari luas wilayah kota.
Luas kawasan terbuka mencakup fungsi lindung dan fungsi budidaya, fungsi lindung dari kawasan terbuka adalah 84.87% atau 79.780,18 ha. Pemanfaatannya berupa hutan primer dan sekunder. Kawasan lindung yang telah ditetapkannya berdasarkan fungsinya untuk memberikan perlindungan kelestarian ekosistem perkotaan yang berlangsung, terdiri dari:
1. Hutan yang belum difungsikan seluas 68.891,2 Ha atau 73,29%
2. Hutan lindung Pegunungan Djar seluas 2.807 Ha (2,99%)
3. Taman Wisata seluas 1650 Ha (1,76%)
4. Cagar alam pegunungan Cycloop seluas 6.431,78Ha (6,84%),
Sedangkan kawasan terbuka dengan fungsi budidaya seluas 15,13% (14.219 Ha) terdiri dari:
1. Budidaya pertanian seluas 8.537 Ha (9,08%)
2. Budidaya perkebunan seluas 228 Ha (0.24%)
3. Alang-alang seluas 1.875 Ha (1,99%)
4. Daerah rawa/pasang surut seluas 75 Ha (0,08%)
5. Danau 650 Ha (0,69%)

 Kawasan Terbangun
Luas kawasan terbangun seluas 8.537,82 Ha (9,08%) dari luas wilayah Kota Jayapura berdasarkan pemanfaatan kawasan budidaya yang membentuk kawasan terbangun (build up area) adalah seluas 8.537,82 Ha (60,04%) selebihnya adalah kawasan budidaya yang termasuk dalam kawasan terbuka seluas 5.682 Ha atau 39,96% 9dihitung dari luas kawasan budidaya diwilayah Kota yaitu 12.220 Ha. Untuk lebih jelasnya dapat dilihat pada tabel sebagai berikut:

Dari pemanfaatan lahan di kota Jayapura yang merupakan lahan terbesar adalah pemanfaatan lain lain yaitu sebesar 64,14% hal ini belum jelas penggunaannya, artinya dikota Jayapura ini masih terbuka lebar untuk penggunaan lahan bagi kepentingan pengembangan kota Jayapura

5. Kebijakan Pembangunan
Seperti yang tercantum dalam RTRW sejumlah bagian wilayah kota Jayapura, dasar pembangunan Kota Jayapura sesuai dengan trilogi pembangunan yaitu meningkatkan laju pertumbuhan perekonomian daerah dan pemerataan pembangunan yang didukung oleh stabilitas keamanan yang mantap dan dinamis. Pada pelaksanaannya, dasar pembangunan ini memberi peluang kepada masyarakat untuk berperan aktif dalam pembangunan dan pelestarian fungsi lingkungan hidup.
• Pusat Pemerintahan
Kota Jayapura disamping sebagai kota otonom, juga merupakan ibu kota propinsi Papua yang dikukuhkan sejak tahun 1972. Dengan demikian semua fasilitas perkantoran baik pemerintah Kota maupun Pemerintah Propinsi berada di Kota Jayapura, sehingga kota ini berfungsi dan berperan sebagai pusat pemerintahan.
• Pusat Kebudayaan, Akomodasi dan Pariwisata
Kota Jayapura memiliki potensi wisata alam dan budaya dan menjadikan Kota Jayapura sebagai transit bagi wisatawan. Wisata Budaya dan wisata alam di kota Jayapura, yaitu Wisata pantai Base-G, Hamadi dan Pantai Holtekamp. Wisata yang berada disekitar wilayah kota.
• Pusat Pendidikan
Kota Jayapura didukung adanya perguruan tinggi (UNCEN, USTJ, UNIYAP) dan sekolah tinggi swasta lainnya.
• Pusat Perdagangan Regional dan Lintas Batas
Dalam RTRW kota Jayapura ditetapkan sebagai pusat dari salah satu Kawasan andalan Nasional, yakni Kawasan Jayapura dan sekitarnya, dengan sektor unggulan: pewrkebunan, kehutanan, tanaman pangan, perikanan, dan pariwisata. Disamping itu, dari Hasil kesepakatan Konreg 2001, kota Jayapura termasuk dalam Kawasan Tertentu Prioritas, yaitu Kawasan Perbatasan Propinsi Papua dan PNG. Dengan mengacu pada arahan kebijakan tersebut, serta berdasarkan hasil kajian terhadap potensi dan kecenderungan perkembangan yang ada saat ini, maka kota Jayapura perlu diarahkan sebagai Pusat Perdagangan Regional dan Lintas Batas.
• Pusat Pelayanan, Pengumpul (Koleksi) dan Distribusi
Terjadinya aglomerasi sektor-sektor kegiatan di Kota Jayapura menyebabkan Kota Jayapura berfungsi dan berperan sebagai pusat pengumpul, pusat pelayanan dan pendistrbusian segala kebutuhan penduduk baik di wilayah kota Jayapura sendiri, hinterland, maupun daerah daerah pedalaman. Fungsi dan peran ini ditunjang oleh tersedianya pelabuhan laut dan bandar udara di Sentani.

6 Pembagian Wilayah
Kota Jayapura terdiri 5 Distrik dengan 25 Kelurahan dan 14 kampung (setelah beberapa status desa meningkat menjadi kelurahan). Distrik-Distrik tersebut adalah sebagai berikut:
1. Distrik Jayapura Utara, 7 kelurahan
2. Distrik Jayapura Selatan, 8 kelurahan dan 2 kampung
3. Distrik Abepura, 5 kelurahan dan 2 kampung
4. Distrik Heram, 3 Kelurahan dan 2 kampung
5. Distrik Muara Tami, 2 kelurahan dan 6 kampung

Dalam perencanaan tata ruang wilayah, Kota Jayapura dibagi menjadi 6 Bagian Wilayah Kota.
1. Bagian Wilayah Kota A (BWK A) sebagai Pusat Kota meliputi seluruh Distrik Jayapura Utara dengan pusat pelayanan di Kelurahan Gurabesi. Fungsi utama yang dikembangkan adalah perkantoran, perdagangan dan jasa, pemerintahan, kesehatan. sedangkan fungsi penunjangnya adalah perumahan, pariwisata, pendidikan, militer dan konservasi/lindung.
2. Bagian Wilayah Kota B (BWK B) meliputi Distrik Jayapura Selatan, yaitu kelurahan Numbay, kelurahan Argapura, kelurahan Hamadi, Kelurahan Ardipura, Kelurahan Entrop, Kelurahan Vim, Kelurahan Mhorock, Kelurahan Wahno, Kampung Tobati, dan kampung Kayopulo dengan pusat pelayanan di kelurahan Entrop. Fungsi pelyanan utama meliputi perkantoran, militer, perdagangan dan jasa, pemerintahan, kesehatan, transportasi laut dan transportasi darat. Sedangkan fungsi penunjangnya adalah perumahan, pariwisata dan konservasi/lindung.
3. Bagian Wilayah Kota C (BWK C) meliputi Distrik Heram yaitu kelurahan Hedam, Waena, Kelurahan Yabansi, Kampung Waena dan Kampung Yoka dengan pusat pelayanan di kelurahan Waena. Fungsi pelayanan utama meliputi pendidikan, militer, kesehatan, transportasi darat dan perumahan. Sedangkan fungsi penunjangnya meliputi perdagangan dan jasa, pariwisata dan konservasi/lindung.
4. Bagian Wilayah D (BWK D) meliputi sebagian Distrik Abepura yaitu Kelurahan Kota Baru, Kelurahan Awiyo, Kelurahan Yobe, Kelurahan Asano. Dengan pusat pelayanan di kelurahan Kota Baru. Fungsi pelayanan utama meliputi perdagangan dan Jasa, perkantoran, Industri dan perumahan. Sementara fungsi penunjangnya meliputi pendidikan, perkantoran, perkebunan, pariwisata dan konservasi /lindung.
5. Bagian wilayah Kota E (BWK E) meliputi sebagian Distrik Abepura yaitu kelurahan Abepantai, Kampung Koya Koso dan Kampung Enggros dengan pusat pelaynan di Kampung Koya Koso. Fungsi pelayanan utama meliputi perumahan, perkebunan, dan pariwisata dan industri. Sementara fungsi penunjangnya meliputi perdagangan dan jasa, pendidikan, perikanan dan konservasi /lindung.
6. Bagian Wilayah Kota F (BWK F) meliputi kampung Holtekamp, Kelurahan Koya Barat, Kelurahan Koya Timur, dan Kampung Koya Tengah dengan pusat pelayanan di Kelurahan Koya Barat. Fungsi pelayanan meliputi pariwisata, industri perdagangan dan jasa, dan pertanian. Sementara fungsi penunjangnya meliputi perumahan, kesehatan dan konservasi /lindung.
7. Bagian Wilayah Kota G (BWK G) meliputi Skouw Yambe, Skouw Mabo, Skouw Sae dengan pusat pelayanan di Skouw Mabo. Adapun fungsi utama BWK G adalah perdagangan dan jasa, perkebunan, perumahan, transportasi darat dan pemerintahan. Adapun fungsi penunjangnya meliputi pendidikan, pariwisata, militer dan konservasi /lindung.
7. Rencana Umum Tata Ruang Kota
Dengan mengacu pada RTRW Kota Jayapura tahun 2006, pola pemanfaatan lahan yang akan diterapkan dikawasan pusat kota Jayapura adalah pola intensifikasi lahan yaitu mengintensifikasikan pemanfaatan lahan yang dapat dibangun kearah vertikal. Pemanfaatan lahan di pusat kota diarahkan pada penggunaan lahan perdagangan dan jasa. Untuk daerah yang berada disekitar Abepura dan Muara Tami, pola pemanfaatan lahan yang diarahkan adalah berupa pola ekstensifikasi (namun tetap memperhatikan daya dukung alam dan lingkungan). beberapa kawasan yang direncanakan pengembangannya antara lain meliputi :
1. Kawasan Perumahan dan Permukiman
Apabila dibandingkan dengan fungsi-fungsi lain, permukiman merupakan jenis peruntukan lahan yang paling banyak pemanfaatannya. Di kota Jayapura pengembangan kawasan permukiman dan perumahan dilakukan dengan mempertimbangkan adanya rencana pembatasan pengembangan permukiman dan perumahan. Luas lahan untuk klasifikasi rumah besar adalah 600 m2, rumah sedang 400 m2 dan rumah kecil 200 m2. Kawasan permukiman diarahkan didistrik Herm, Distrik Abepura dan Distrik Muara Tami.
2. Kawasan Perdagangan dan Jasa yang terdiri dari kegiatan lokal maupun regional dilokasikan pada pusat kota yang berdekatan dengan sarana transportasi laut dan pelabuhan. Jenis fasilitas perdagangan dan jasa yang direncanakan di Kota Jayapura meliputi warung, pertokoan, pusat perbelanjaan lingkungan, pusat perbelanjaan kawasan, sarana penginapan seperti hotel dan bank. Kawasan perdagangan dan jasa kota Jayapura khususnya diarahkan di Distrik Jayapura Utara, Distrik Jayapura Selatan dan Distrik Abepura.
3. Kawasan Pariwisata merupakan pengelompokan tempat tempat hiburan, lapangan olahraga, ruang terbuka dan obyek wisata alam maupun buatan manusia. Adapun pemanfaatan ruang untuk pengembangan kepariwisataan yang direncanakan di Kota Jayapura meliputi:
a. Obyek wisata pantai yang meliputi Pantai Base G, kawasan pesisir pantai di sebelah selatan kelapa dua yaitu Taman Wisata Youtefa, dan wisata pantai di Hamadi, Holtekamp dan Skou. Jenis bangunan yang diusulkan: hotel, rumah makan, peristirahatan, dan atraksi wisata pantai.
b. Wisata alam yang meliputi Bumi Perkemahan/resort/bungalow alam perbukitan di Kelurahan Tanjung Ria dan waena
c. Obyek Wisata danau Danau Sentani yang terletak di kampung Yoka.
d. Kampung wisata di Tobati dan Enggros
e. Obyek wisata budaya yang meliputi Taman lokal budaya di keluraha Waena
f. Obyek taman wisata dan olah raga di Taman Lembah Anafree (bekas pasar ampera)
g. Obyek pemancingan (mina wisata) keluarga di Koya
4. Kawasan Perkantoran selain pendidikan, pelatihan dan penelitian, fungsi lain yang membedakan kota Jayapura dengan kota-kota lain adlah terdapatnya beberapa kawasan perkantoran yang menjadi pusat administrasi bagi kegiatan-kegiatan baik yang dilakukan di wilayh kota Jayapura maupun di wilayah sekitarnya. Di kota Jayapura, persebaran kantor pemerintaha Propinsi dan kota tidak mengikuti pola memusat, tetapi menyebar. Tetapi dimasa akan datang, diharapkan lokasi pemerintahan Propinsi Papua diharapkan dapat pindah mengambil wilayah baru, dengan alternatif lokasi wilayah timur (Muara Tami). Kantor pemerintah Kota saat ini ada di Entrop.
5. Kawasan Pertahanan dan Keamanan kriteria kawasan ini ditentukan khusu oleh institusi pertahanan dan keamanan. Di Kota Jayapura kawasan ini lokasinya diarahkan di distrik Jayapura Utara, Distrik Jayapura Selatan, Distrik Heram dan Distrik Muara Tami.
6. Kawasan Pertanian Pangan, Perkebunan, Peternakan, Perikanan wilayah yang dikembangkan untuk kegiatan pertanian tanaman pangan lahan basah adalah berada pada ketinggian <> 30cm, curah hujan antara 1.500 – 4.000 mm per tahun, serta mempunyai sistem dan atau potensi pengembangan pengairan.
7. Kawasan Pemakaman Umum Pemakaman umum di Kota Jayapura diarahkan di Distrik Heram (waena) dan Distrik Abepura (nafri).
8. Kawasan lindung seperti yang telah ditetapkan oleh SK Mentan No. 683/Kpts/Um/8/1981, kawasan hutan yang mempunyai nilai skor melebihi 175 ditentukan sebagai kawasan hutan lindung. Kawasan ini meliputi Cagar Alam Cycloop, hutan lindung Abepura, Hutan Lindung Djar dan Hutan Lindung Muara Tami.
9. Pelabuhan Laut Jayapura ditetapkan pada lokasi semula dan akan diperluas sebesar 11 Ha oleh Dep. Perhubungan Kanwil Irian Jaya.
10. Lokasi Terminal Regional diarahkan di sebelah selatan Holtekamp berdekatan dengan lokasi kawasan industri dan pergudangan.
8. Skenario Pengembangan Kota
Skenario pengembangan kota dipengaruhi oleh dua faktor penting, yaitu pertumbuhan ekonomi dan pertumbuhan penduduk. Pertumbuhan ekonomi memungkinkan tersedianya kesempatan kerja. Hal ini akan meningkatkan daya beli masyarakat yang kemudian akan menumbuhkan lagi kegiatan ekonominya yang secara kualitatif akan meningkatkan pula permintaan akan fasilitas-fasilitas kegiatannya. Pertumbuhan penduduk secara kuantitatif akan meningkatkan permintaan terhadap berbagai fasilitas seperti perumahan dan fasilitas lainnya.
Pola pengembangan Kota Jayapura dibagi atas 4 wilayah pengembangan yaitu :
 Wilayah Pengembangan I (Pusat Kota/CBD) yang meliputi seluruh Distrik Jayapura Utara dan sebagian Distrik Jayapura Selatan (sampai batas Kelurahan Entrop). Wilayah ini ditentukan sebagai pusat pemerintahan, perdagangan,/jasa, permukiman, rekreasi, dan hutan kota.
 Wilayah Pengembangan II yang meliputi Kelurahan Vim/Kotaraja dan sebagian Distrik Abepura (Kelurahan Waena dan Asano). Wilayah pengembangan ini difungsikan ini difungsikan sebagai pusat pendidikan dan permukiman.
 Wilayah Pengembangan III yang meliputi Distrik Abepura (Desa Nafri, seluruh Koya dan Holtekamp sampai batas desa Skou). Wilayah pengembangan ini diarahkan untuk menampung kegiatan pertanian tanaman pangan, peternakan, rekreasi dan permukiman.
 Wilayah Pengembangan IV yang meliputi Distrik Muara Tami (seluruh desa Skou). Wilayah pengembangan ini diarahkan untuk pengembangan industri, peternakan, dan permukiman.

9. Skenario Pengembangan Kawasan Perumahan dan Permukiman
Pada umumnya kawasan perumahan dan permukiman di suatu kota sangat dominan dalam pengguna lahan. Penggunaan lahan ini berkisar antara 40 – 60 persen dari luas lahan seluruhnya. Pertumbuhan kawasan ini (KPP) dalam rencana yang telah disusun dikembangkan ke arah lahan kosong yang sampai saat ini masih berupa sawah atau tanah basah.
Pertumbuhan KPP dilaksanakan secara intensif dan ekstensif. Pola intensif merupakan pola peningkatan kepadatan wilayah hunian yang telah ada. Sedangkan pola ekstensif merupakan pemekaran kawsan yang biasanya dikembangkan oleh pengusaha (pengembang). Kedua pola ini akan menyebabkan rumah-rumah menjadi bersambung antara wilayah yang satu dengan wilayah lainya.
Pola intensif menyebar ke seluruh kota dimana lahan-lahan yang merupakan tanah pekarangan / kebun rumah dibangun untuk permukiman.
Pengembangan kawasan perumahan dan permukiman ini berkaitan erat dengan jumlah penduduk dan kepadatan di kawasan tersebut. Kebijakan kependudukan Kota Jayapura berdasarkan RTRW Kota Jayapura tahun 2006 adalah sebagai berikut :
1. Membatasi pertumbuhan penduduk Distrik Jayapura Utara, karena kepadatan penduduknya mendekati maksimal di kawasan pusat kota pada akhir tahun rencana.
2. Distrik Abepura dapat menampung perkembangan penduduk yang relatif besar, berdasarkan hasil perhitungan proyeksi jumlah dan kepadatan penduduk.
3. Dengan pertimbangan sifat kota yang merupakan campuran antara kota dan desa serta hasil analisis kepadatan penduduk, maka kepadatan penduduk optimum di Kota Jayapura adalah adalah sebagai berikut :
1) Kelas Kepadatan I maksimum 125 jiwa/ha, untuk kawasan pusat kota
2) Kelas Kepadatan II 76 – 100 jiwa/ha kawasan sub pusat kota
3) Kelas Kepadatan III 51 – 75 jiwa/ha, untuk kawasan pusat lingkungan
4) Kelas Kepadatan IV 51 jiwa/ha, untuk kawasan transisi dan atau suburban

10. Skenario Pengembangan Industri dan Perdagangan
Umumnya pengembangan kawasan industri yang telah ada tidak dapat dikembangkan secara eksentif. Hal ini terkait dengan harga tanah yang sangat mahal untuk dibangun pabrik-pabrik baru. Untuk pengembangan kawasan industri perlu didukung infrastruktur yang memadai seperti jalan, terminal, serta pengembangan utilitas seperti air minum, sanitasi, listrik dan telepon. Kawasan industri yang akan dikembangkan berlokasi di kawasan timur kota Jayapura, yaitu di wilayah Holtekam, Koya dan Muara Tami, yang antara lain berupa pertanian, peternakan sapi dan tambak ikan.
Secara keseluruhan kawasan perdagangan yang ada di kota jayapura belum tertangani dengan baik. Sarana dan prasarana perdagangan yang ada berupa pasar tradisional yang dalam pengelolaan dan penangannya masih bersifat tradisional, dimana pasar tradisional identik dengan kawasan perdagangan yang kumuh, becek, sampah berserakan, dan tidak dikelola secara profesional.
Kota Jayapura telah memiliki 4 (empat) pasar tradisional yaitu Pasar Abe, Pasar Entop, Pasar Hamadi dan Pasar Inpres Dok IX.

C. Alasan Pemilihan Judul

Pada kesempatan ini penulis memilih judul Skripsi Perencanaan Pembangunan Pasar Tradisional Modern.

Pasar merupakan pertemuan dari beberapa aktivitas, yang secara interaktir membentuk suatu kegiatan perdagangan yang saling membutuhkan. Pasar tradisional merupakan pertemuan antara penjual (suplay) dan pedagang, serta pertemuan antara pedagang dan pembeli. Kegiatan perdagangan dapat berupa tukar menukar barang dengan barang (barter) dan juga dapat berbentuk transaksi pembelian dengan uang.

Berdasarkan kondisi fisik di lapangan, seluruh pasar yang ada di Kota Jayapura masih di lakukan secara tradisional, dikelola secara tradisional dan wadah yang berupa prasarana dan sarana penununjang lainnya juga sebatas memenuhi kebutuhan aktivitas yang dilakukan secara tradisional.

Bila ditinjau dari segi bahasa, maka kata tradisional jelas bertolak belakang dengan modern. Dalam judul yang kami ajukan berupa PASAR TRADISIONAL MODRN, merupakan penggabungan antara kegiatan yang bersifat tradisional dengan wadah (bangunan) yang bersifat Modern. Di era belakangan ini, orang-orang kalangan menengah keatas cenderung beralih gaya hidup dari berbelanja di pasar dan mulai bergeser berbelanja di Pasar Modern (Mall), yang menyediakan fasilitas dan barang yang tidak kalah lengkapnya dengan barang-barang yang ada di pasar bahkan mutu dan kualitasnya lebih terjamin.

Adalah suatu kebanggaan tersendiri apabila kami dapat memberikan sumbang pemikiran untuk meningkatkan pola pelayanan, pola pengelolaan pasar tradisional, yang aktivitasnya masih dilakukan secara tradisional akan tetapi dikemas dalam wadah yang modern sehingga memberikan kenyamanan tersendiri baik bagi para pedagang maupun pembelinya.


D. Tujuan

Tujuan dari Perencanaan Pembangunan PASAR TRADISIONAL MODERN adalah untuk menghilangkan kesan bahwa pasar tradisional itu becek, kumuh, bau, semraut, dan tidak dikelola secara professional.


E. Sasaran

Sasaran yang hendak dicapai dalam Perencanaan Pembangunan PASAR TRADISIONAL MODERN adalah mewujudkan suatu Pasar Tradisional yang dapat memberikan kenyamanan, keleluasaan, kemudahan pencapaian, kelancaran arus sirkulasi orang dan barang baik secara vertical maupun horizontal.


F. Lingkup Pembahasan

Pembahasan Perencanaan Pembangunan PASAR TRADISIONAL MODRN dibatasi pada penentuan lokasi, perhitungan kebutuhan ruang, pola sirkulasi, utilitas, dan cakupan pelayanan pasar skala kota jayapura, dengan jumlah maksimum 1000 pedangan.


G. Sistematika Pembahasan

Untuk mewujudkan perencanaan pembangunan PASAR TRADISIONAL MODRN yang matang, maka dalam tahap penulisan ini akan dibahas mulai dari pengumpulan data, analisa, sampai mendapatkan kesimpulan terbaik untuk mendukung kegiatan perencanaan dan Perencangan. Dalam penulisan skripsi ni sistematika pembahasan akan dibuat dalam 6 Tahapan, antara lain :

Memberikan gambaran tentang Latar belakang, Tujuan, sasaran, dan alas an pemilihan judul Perencanaan Pembangunan PASAR TRADISIONAL MODERN.

Bab. II : GAMBARAN UMUM WILAYAH PERENCANAAN
Memberikan Gambaran tentang luas wilayah kota Jayapura, jumlah dan pertumbuhan penduduk kota Jayapura, fasilitas perdagangan yang ada di kota Jayapura serta kebijakan Pemerintah Kota Jayapura berkaitan dengan penyediaan Prasarana dan Sarana Pasar serta system pengelolaanya.

Memberikan gambaran tentang pertimbangan pemilihan lokasi pembangunan Pasar Tradisional Modern berdasarkan cakupan pelayanan dan cakupan wilayah.

Memberikan gambaran tentang besaran ruang untuk kegiatan Los pasar, menganalisis kebutuhan ruangan untuk Kios, Pengelompokan barang dagangan, dan sirkulasi baik orang maupun barang secara vertikal dan horizontal

Bab. V : KONSEP ARSITEKTUR BANGUNAN PASAR
Memberikan gambaran mengenai bentuk bangunan, pengolahan tapak dan implementasi jumlah/kebutuhan ruang terhadap luas lahan yang tersedia.

Bab. VI : KONSEP UTILITAS BANGUNAN PASAR.
Pasar merupakan bangunan Publik, maka perlu dipikirkan terhadap faktor keselamatan, terutama berkaitan dengan bahaya kebakaran.

[Preface]

In order to edit the registry you must be adminstrator or have at least
power user settings in order to even have access to the registry. To
edit the registry you click start, run.. and type regedit then click ok.
You will be presented with the registry, note that in this document I
use shorthand which will be the following:
HLM - HKEY_LOCAL_MACHINE
HCU - HKEY_CURRENT_USER
HCR _ HKEY_CLASSES_ROOT

Its recommended that you backup your computer before you attempt ANY
of these tweaks as they could screw up your computer to where it is
no longer functional. I recommend a product such as Winrescue to backup
your registry.

[1. DISABLE PERSONALIZED MENUS]

Personalized Menus is a new feature in Windows 2000 in which the order
of the start menu is set from most frequent accessed programs to least
accessed programs. Which is fine for some, but if you are like me this
feature is useless. To disable it, right-click empty spot on the
taskbar, select properties, under general uncheck "use personalized
menus".

[2. HIDE LOG OFF ON MENU]
- -
To remove Log-off from the Start Menu right-click empty spot on
the taskbar, select properties, go to advanced and uncheck display
logoff.

[3. DISABLE 8.3 FILENAMING]
- -
The purpose of this is to increase performance of windows 2000, by
doing this this will prevent windows from automatically truncanting
longer filenames down to 8.3 file system for 16-bit support. Not
recommended if you plan on using old 16-bit programs.
Open the registry go to HLM\System\CurrentControlSet\Control\FileSystem
in the right pane create a new DWORD value called
NtfsDisable8dot3NameCreation, double-click on it and give it the
value of 1.

[4. REMOVING SERVICES FROM SERVICES]

This simply removes the entry from the Services menu, so it is recommended
you disable or stop the service BEFORE you do this. To remove the service
from the list go to HLM\SYSTEM\CurrentControlSet\Services in your registry.
Locate the object you wish to delete in the right pane and delete it.

[5. CHANGE DESKTOP WALLPAPER ON LOG-ON SCREEN]

Say you have a picture of a car on your desktop when you log-on but you
just get that plain desktop when you get to the log-in screen. You can
change this by opening up the registry and going to
HKEY_USERS\.DEFAULT\Control Panel\Desktop, in the right pane locate
the value named Wallpaper, double-click on it and point it to the wallpaper
you wish to be viewable.

[6. SPEED UP START MENU]

When you are browsing there is a slight delay in displaying new menus to
rid yourself of this follow these steps:
Go to the registry, go to HKEY_CURRENT_USER\Control Panel\Desktop,
double-click MenuShowDelay (or create it) and set it to 100. Reboot
your machine or press F5 on the desktop.

[7. AUTO SHUTDOWN OF TASKS ON SHUTDOWN]
- -
When you shutdown Windows sometimes it just loves to harrass you and
claim application is not responding and you would normally have
to click end task to stop it. With this method Windows 2000 will
automatically kill the non-responding application. To do this
open the registry go to HKEY_USER\.DEFAULT\Control Panel\Desktop
double-click AutoEndTasks and set it to 1.

[8. TURN OFF COMPUTER ON SHUTDOWN]

Generally your computer will not support it anyway if it wasn't put
on by default, but if you have upgraded drivers that do support it
this is how you can turn it on. Even if your computer doesn't
support it this won't hurt anything. Open the registry of course,
go to HLM\Software\Microsoft\Windows NT\CurrentVersion\Winlogon
in the Right-Pane modify PowerDownAfterShutdown or create it as a
string value. Give it a value of 1 to enable power off or 0 to
disable it.

[9. CHANGE TASKBAR SIZE]

Sometimes you just don't have enough room for all the programs you
have open on your machine. To change this you need to move your
cursor to the edge of the taskbar until it goes to a double-arrow
then click and drag it one or two notches up.

[10. CHANGING SECURITY POLICIES]
- -
These settings will restrict certain functions on Windows 2000 in
the event you don't want something modified or you don't want a
feature available period. Open your registry and go to
HCU\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer
in the right pane create or edit the following values, they are
all DWORD values.

NoCommonGroups (value of 1)
Removes the "Programs" Option from the start menu, who would use
this I would not know.

NoDesktop (value of 1)
Hides all Desktop Icons, pretty much renders the desktop useless..
useful for a nice clear view of the desktop wallpaper but thats
about it.

NoFileMenu (value of 1)
Removes File Menu from all Explorer windows

NoFind (value of 1)
Removes Find off the startmenu.

NoNetConnectDisconnect (value of 1)
Removes Map Network Drive from context menu

NoNetHood (value of 1)
Removes Network Neighborhood from Desktop

NoRun (value of 1)
Removes Run from Start Menu, note that it is still possible
to use RUN by pressing WINDOWS KEY + R.

NoSetFolders (value of 1)
hides control panel/printers/my computer in explorer and
on the start menu.

NoSetTaskbar (value of 1)
No right-clicking on the Taskbar

NoClose (value of 1)
Removes the shutdown option

[11. VIEW WINDOWS COMMAND PROMPT IN FULL SCREEN]

If you have a DOS box open you can full screen it by pressing
Alt + Enter.

[12. ENABLE RESTARTING OF SHELL]

Sometimes if the shell crashes you will be left with a blank desktop
and there is nothing you can do but log off and log back on, until
now. Open the registry and go to:
HLM\Software\Microsoft\Windows NT\CurrentVersion\Winlogon
in the right pane look for "AutoRestartShell" if you can't find it
create it as a new dword value. Give it the value of 1.

[14. ENABLE X-MOUSE FUNCTIONS]

X-Mouse will make it so when you move your cursor over a window it
will automatically become active, much like X-Windows in Linux. To
do this go to HCU\Control Panel\Mouse\ then double-click on the
ActiveWindowTracking on the right pane and give it the value of 1.

[15. CHANGE OWNERSHIP INFORMATION]

You can change the registered owner/company to the computer by changing
these settings in the registry: first open regedit and go to
HLM\Software\Microsoft\Windows NT\CurrentVersion
Change the value RegisteredOrganization to the company name of your
choice, then change the value Registered Owner to the name of your
choice.

[16. DISABLE AUTOMATIC ADMINSTRATIVE SHARES]

If you notice that when you try to disable the sharing of drives on
your Windows 2000 computer it will automatically share it as C$ D$
and so on..but you can get rid of it now.
Open the registry go to HLM\System\CurrentControlSet\Services\
LanmanServer\Parameters, Create or modify the DWORD value of
AutoShareServer and AutoShareWks and give them a value of 0. No
more worrying about the automatic creation of shares on the
adminstrative account!

[17. LIMIT THE AMOUNT OF USERS ALLOWED TO LOG ON AT ONCE]

Go to HLM\System\CurrentControlSet\Services\LanmanServer\Parameters
modify the Users value to however many users you want to allow
to be logged on at once.

[18. TURN OFF MIN/MAX ANIMATIONS]
- -
When you normally minimize or restore a window there is a little cute
animation..well that animation gets old lets turn it off shall we? to
remove this cute feature go to HCU\Control Panel\Desktop\WindowMetrics
in the right-pane create a new STRING value named MinAnimate, give it
a value of 0 to disable the animation, 1 to enable it.

[19. DISABLE LAST TIME ACCESSED STAMP (NTFS PERFORMANCE)]

This will only work if you are running a NTFS volume, otherwise this
is a useless tweak. This tweak will disable Windows from doing Last
Access Stamps on EVERY directory it detects. Open the registry and
go to HLM\System\CurrentControlSet\Control\FileSystem. Create DWORD
on the right pane name it NtfsDisableLastAccessUpdate and give it
the value of 1.

[20. CHANGE DESKTOP ICON SPACING]
- -
Open the registry go to HCU\Control Panel\Desktop
Edit the IconSpacing String in the right pane, 131 for small icons
and 147 is for large icons change it to whichever you feel is
needed, this is for the horizontal setting.
Edit IconVerticalSpacing in the right pane for the vertical settings
75 is the default for small icons 91 for large.

[21. DISABLE WELCOME TO WINDOWS 2000 MESSAGE]

a) You can rename welcome.exe on your machine to welcome2.exe to
prevent it from running.
b) Alternatively you can go into the registry and go to
HKEY_USERS\.DEFAULT\Software\Microsoft\Windows\CurrentVersion\Explorer
Create a new Key named Tips, create a new DWORD valuve named
DisplayInitialTipWindow and give it the value of 0. Then create another
DWORD value and name it Show, set it to 0 as well.

[22. ENABLE MANUAL CRASH]

A neat "feature" of windows 2000 is that you can enable the ability to
crash your machine by holding the right ctrl key and pressing Scroll
Lock button twice. Go into the registry go to:
HLM\System\CurrentControlSet\Services\i8042prt\Parameters
Add the value CrashOnCtrlScroll as a DWORD, then give it a value of
1 to enable manual crashing, 0 to disable it.

[23. ENABLE TCP/IP FORWARDING]
- -
By default TCP/IP Forwarding is disabled, this may be needed in some
network situations. To enable this open the registry and go to
HLM\System\CurrentControlSet\Services\Tcpip\Parameters, edit
IPEnableRouter value in the right pane, give it a value of 1, if the
value doesn't exist create it.

[24. REMOVING HOTFIX UNINSTALL FILES]
- -
Note: this will make it so the entries in Add/Remove Programs do not work
to uninstall the hotfixes, please get a program like Add/Remove Pro to
remove the invalid entries that this process will leave behind.

This will save a good amount of space if you need it, first off you need
to set your view so you can see hidden system files. Then browse to your
Windows 2K Directory (C:\WINNT) you will see hidden files labeled like
so "$NtUninstallKB329115$" you can delete all folders that are labeled
similiar to this. You can gain upwards to 70Megs back by following these
simple steps.

[25. Restrict Windows Installer Setups from Installing on Removable Media]

This will remove the ability to run Windows Installer programs off of
removable media, why you would do this I don't know. Anyway here it is.
Open your registry, go to HCU\Software\Policies\Microsoft\Windows\Installer
make a new DWORD value called DisableMedia, give the value of 1.

[26. Disable Windows Installer Rollback]
- -
This will disable the ability to rollback after an installation of
a product. To do this open the registry and go to
HCU\Software\Policies\Microsoft\Windows\Installer
make a new DWORD value and call it "DisableRollback" give it the
value of 1.

[27. Register at Windows Update]
- -
Although obsolete, Windows Update didn't work unless you registered your
windows...for old times sake I have it here. Open the registry and head
to HLM\Software\Microsoft\Windows NT\CurrentVersion, create a new string
value and give it the name of RegDone, give it a value of 1.

[28. Common Dialog Customization]

This is the windows you get when you open/save a document in Windows 2000
you can get rid of the placesbar as well as other things. Open your
registry and go to HCU\Software\Microsoft\Windows\CurrentVersion\Policies
create a new key called Comdlg32, open it. On the right pane create the
following DWORD values:
NoBackButton (value: 1) - removes back button in the dialogs
NoPlacesBar (value: 1) - removes icons on the left of the save/open dialog
NoFileMRU (value: 1) - removes Most Recently Used Docs

[29. Disable Smooth Scrolling]
- -
Smooth scrolling is common in almost every scrolling aspect in Windows
2000, it make look neat and make things more easily visable, but it
takes a few CPU cycles to do it. To disable this feature open your
registry and go to HCU\Control Panel\Desktop create a new DWORD
value called SmoothScroll and give it the value of 0.

[30. DISPLAY FULL ICON WHEN DRAGGING]
- -
When you drag a file or folder normally the outline is all you can
see, this way you can see the entire folder or icon. To do this
open your registry and go to HCU\Control Panel\Desktop create a
new string value and call it DragFullWindows, value it at 1 to
enable.

[31. GET 24-BIT ICONS IN 2000]
- -
This will give you the ability to show 16.7 million colored icons, to
do this open the registry editor and go to HCU\Control Panel\Desktop\
WindowMetric, modify the string value Shell Icon BPP and modify it
accordingly:
4 - 16 color icons
8 - 256 color icons (95 w/o Plus Default)
16 - 65536 color icons (98/ME/2K Default)
24 - 16.7 million colors

[32. CLASSIC WINDOWS MODE]

For most of us this will be too classic, this mode will remove Active
Desktop, Quicklaunch bar, Web View, Thumbnail views. Open Registry
and go to HCU\Software\Microsoft\Windows\CurrentVersion\Policies\
Explorer create a new DWORD value called ClassicShell, give it a
value of 1.

[33. REMOVE MY DOCUMENTS ICON]

This will remove the "My Documents" Icon off the desktop. Open the
registry and go to HCU\Software\Microsoft\Windows\CurrentVersion\
Explorer\CLSID\{450D8FBA-AD25-11D0-98A8-0800361B1103}\ShellFolder
Modify the Attributes and change it to 0x0f0500174 to hide, change
to 0xf0400174 to restore it.

[34. SCROLL STYLE START MENU]

This will make your start menu become one long column with arrows to
scroll down with. In order to do this you need to open the registry
and go to HCU\Software\Microsoft\Windows\CurrentVersion\Explorer\
Advanced, create a new string and call it StartMenuScrollPrograms and
give it the value of Yes, No to revert to classic style.

[35. CASCADE VARIOUS MENUS]
- -
Normally for example, Control Panel would require a click to open it, but
if it is cascaded it will be another menu. To cascade various options in
Windows 2000 right-click an empty spot on the taskbar and select properties,
click the advanced tab. All Expand options are menus in which you can cascade
on the start menu, enjoy.

[36. CREATE A SHORTCUT TO MY COMPUTER]

This will allow you to access My Computer through a shortcut. You need to
first make a new shortcut and make it point to:

You can now remove My Computer from the desktop if you need to or want
to.

[37. SHOW LOG OFF OPTION ON START MENU]

Right-click an empty spot on the taskbar and select properties, under
Advanced check Show Logoff on the scroll list.

[38. CLEAR PAGE FILE ON SHUTDOWN]

Clearing the page file is both a security benefit and a performance
benefit..well sorta. Enabling this will improve Windows 2000 tasks
but it will slowdown your shutdown time quite a bit. Its your
call. Open the registry, go to
HLM\SYSTEM\CurrentControlSet\Control\Session Manager\Memory Management
Create or modify the DWORD value called ClearPageFileAtShutdown, give
it the value of 1.

[39. REMOVE SPLASH SCREEN IN OUTLOOK EXPRESS]

Annoyed by the splash screen that Outlook Express gives you everytime
it launches? Well this is how we get rid of that annoyance. Open the
registry and go to HCU\Identities\{GUID}\Software\Microsoft\
Outlook Express\, add a new DWORD
value called NoSplash and give it a value of 1.

[40. IGNORE BOOT ERROR MESSAGES]
- -
Sometimes there may be a minor error that you don't care to be
reminded about everyday when you boot up your machine. This will
remove this annoyance.
Enter the registry and go to the following key:
HLM\System\CurrentControlSet\Control\Windows, now create a new
DWORD value in the right pane and name it NoPopUpsOnBoot, click
ok and give it a decimal value of 1. To re-enable either give
NoPopUpsOnBoot a value of 0 or delete the key entirely.

[41. CONTROL NUMLOCK KEY]
- -
This will control weither or not Numlock is automatically enabled
when you boot up the computer or not. To keep the Numlock key OFF
when you boot into windows go to HU\.Default\Control Panel\Keyboard in
your registry, create or modify the string value called
InitialKeyboardIndicators, give it the value of 0. To re-enable the
automatic enabling of Numlock give it a value of 2.

[42. AUTOMATICALLY REBOOT ON ERRORS]
- -
Windows 2000 is definitely more stable than predecessors however it isn't
perfect. Since it does crash normally what happens is you get the error
message and what caused the crash, the problem is that it will not
automatically reboot you have to reboot manually by pressing the button
on your computer. This can become a nuisance. To change this you can
do one of the following:
a) Right-click on My Computer select properties, Click advanced tab,
click Startup and Recovery.., check Automatically Reboot, then click
OK twice.
b) Alternatively you can access the registry and go to the following key
HLM\System\CurrentControlSet\Control\CrashControl, create a new DWORD

[43. ENABLING UDMA/66 ]

UDMA/66 will increase your hard drive performance considerably over
previous technologies. Unfortunately on Intel Motherboards UDMA/66 is
not enabled by default and cannot be enabled unless some registry
modifcations are at hand. So lets get started:
Open the registry and go to HLM\System\CurrentControlSet\Control\Class\
{4D36E96A-E325-11CE-BFC1-08002BE10318}\000x (where x is the device
number) in the right pane(s) create the dword value EnableUDMA66 and
give it a value of 1. Continue this with any other device listed
(i.e. 0001 and 0003).
Now you need to enable Logical Block Addressing, go to HLM\System\
CurrentControlSet\Services\Atapi\Parameters, create a new DWORD
value called EnableBigLba, and give it a value of 1.

[44. AUTOMATIC LOG-ON ]

Tired of the annoying log-on screen in Windows 2000 and prefer to go
back to Windows 98/ME style of logging in? Just follow these steps:
Open the registry and go to HLM\Software\Microsoft\Windows NT\
CurrentVersion\Winlogon. In the right pane create these new strings:
AutoAdminLogon - give the value of 1
DefaultUserName - Give it the name of the logon you wish to auto
log-on to.
DefaultPassword - Give it the password of the logon you wish to
auto log-on to.
DefaultDomainName - Enter the name of your domain if it is a NT
domain.

[45. REMOVE HELP FROM THE START MENU]

To remove the Help option off the start menu follow these directions:
open the registry and go to HCU\Software\Microsoft\Windows\
CurrentVersion\Policies\Explorer, create a new DWORD value called

This will disable the ability to drag items into the start menu,

This will enable the ability to restart Windows by pressing

a new string value EnableQuickReboot, give it the value of 1.

[49. HIDE ADMINSTRATIVE TOOLS]

Enter the registry and go to HCU\Software\Microsoft\Windows\CurrentVersion\
Explorer\Advanced, create a new string value StartMenuAdminTools and give
it the value of 1. This will hide the Adminstrative Tools.

[50. REMOVE LOGGING OF SYSTEM CRASHES]

This will prevent Windows from making logs of system crashes to do this open
the registry and go to HLM\SYSTEM\CurrentControlSet\Control\CrashControl, create
a new DWORD value called LogEvent, give it a value of 0.

[51. REDEFINE AUTOCHECK TIMEOUT]

If Windows is shutdown wrong then Windows 2000 will automatically run a disk
check on the next boot giving you a countdown, this controls that countdown.
Go to the registry and go to HLM\System\CurrentControlSet\Control\Session
Manager\ create a new DWORD or modify the existing value named AutoChkTimeOut,
give it a value of 0 to disable or Time of Seconds you would like it to wait
before it begins the disk check.

Under Windows 2000, Windows 2000 will create a backup everytime your computer
is booted up correctly. This can be good, but if you have a 3rd party
application that can do this or do better, Then its pretty useless. To disable
it then open your registry and go to HLM\Software\Microsoft\Windows NT\
CurrentVersion\Winlogon, create a new String value called ReportBootOK and
give it a value of 0.

[53. DISABLE SHORTCUT LINK TRACKING]

Relatively pointless feature that only wastes time, Link Tracking is a NTFS
only feature so disabling this won't yield any benefit if you are running
on a FAT32 partition. What happens when Windows 2000 cannot find the path
associated with a shortcut it will search all paths associated, and if it
still can't find it it will search the entire partition, this disables the
feature. Open the registry and go to HCU\Software\Microsoft\Windows\
CurrentVersion\Policies\Explorer, create a new DWORD value call it
NoResolveTrack and give it a value of 1.

[54. ENABLE LARGE SYSTEM CACHE]

Recommended for 512MB+ RAM systems, this will put more core files into RAM
instead of the hard drive, this allows for quicker access to system files.
To enable this open the registry and go to HLM\System\CurrentControlSet\
Control\Session Manager\Memory Management\ create a new string value and
call it LargeSystemCache, give it a value of 1.

This will improve performance especially disk intensive applications like
Adobe Premiere or Photoshop. To enable this go into the registry of course
and go to HLM\System\CurrentControlSet\Control\Session Manager\Memory
Management, create a new DWORD value and name it ContigFileAllocSize, and
give it a value of 1.

[56. DISABLE WINDOWS 2000 SCHEME SOUNDS]

If you can live without Windows 2000 startup noises and shutdown noises
then disable them. You can do this by clicking start, settings, control
panel, double-click Sounds and Multimedia. Under Schemes Select No Sounds

[57. TURN OFF DISK PERFORMANCE LOGGER]

Windows 2000 can log physical conditions of the disk, this is quite a
useless feature if you are a home user or don't need a disk to be in
top shape on a server. Either way to turn this off go to start, run..
type in cmd, click ok. On command prompt type diskperf -n to disable
it.

[58. TURN OFF INDEXING SERVICE]

This is a performance drag, Indexing Service makes a index of all files
and directories on your drive for increased speed in searches, any modern
computer should be able to search reasonably fast WITHOUT this feature
being enabled. To turn it off, double-click on My Computer, right-click on
one hard drive, on the bottom uncheck Allow Indexing Service, then check
Apply changes to :\, subfolders and files, then click ok. Repeat for
every hard drive on your computer. Note, it may take a minute for Windows
to remove this feature from the drives.

This setting will allow for more concurrent connections as well as giving

To change the concurrent Connections, open the registry and go to

modify the existing value called MaxConnections, give it the value of
however many connections you want to allow at once.
To increase the thread performance open the registry and go to
HLM\Software\Microsoft\TelnetServer\1.0\Performance, modify the value
called NumThreadsPerProcessor, change it to what you wish. 16 and 32
are preferred values.

You'll notice with Cannon Software installed the Cannon Service will consume

b) Open My Computer and right-click on the drive you wish to scan and
select properties. Click Tools tab, click Check Now.. underneath
Error-correcting, click Start.

option to save the previous data so you can uninstall Service Pack
later if you wish. This is a good feature, however if the new service
pack works to your liking you are stuck with some hard disk space being
takin up by the uninstall files. You can regain some 60 - 80megs of space
by doing this; Go to your Windows directory (i.e. C:\WINNT) make sure that
all files and folders are viewable, delete the folder
"$NtServicePackUninstall$". Now that you have regained some space its time
to get rid of the bogus entry left in add/remove programs, to do this
open the registry and go to HLM\Software\Microsoft\Windows\CurrentVersion\
Uninstall\Windows 2000 Service Pack x (where x is the old service pack),
delete the entire key.

Previously I told you about hiding My Documents Menu and other stuff, this
will only mask it and a determined person could still find out what you have

"Do not keep history of recently opened documents", then click Disable and
click ok.

Policies\Explorer, create a new DWORD value named NoInstrumentation, then
give it the value of 1.

In Windows 2000 your mouse carries a shadow under it by default. You
can change this in one of two ways:
a) Open the registry and head to HU\.Default\Control Panel\Desktop,

make the value read 30 10 00 80, then click ok.
b) Click Start, settings, control panel, double-click mouse. Click
pointers, uncheck "enable pointer shadow" click ok.

In Windows 2000 there may be a issue with drivers installed for your
hardware. You need to first disable the automatic rebooting on errors, if
you still get random reboots then the chances are it is your drivers.
The most common culprit is usually your video card or your modem, you need
to visit the manufacturer of your cards and get the latest drivers that
are windows 2000 compatible.

[82. REMOVE IE UNINSTALL INFORMATION]

This won't save too much space (9MB approx.) but if you are certain that
your internet explorer version is the right one for you and you want to
get rid of the uninstall information to take you back to a previous version
then follow these directions; click start, then go to run.. and type in the
following; C:\Program Files\Common Files\Microsoft Shared\Msinfo\Msinfo32.exe
then click tools, internet explorer repair tool, click the advanced button,
finally click remove previous versions of internet explorer, click ok.

In Windows 2000 by default your cursor will blink about twice every second,
in order to change this you will need to modify the registry; open the
registry and go to HU\.Default\Control Panel\Desktop, Double-click the

logon screen blinking rate. To change the users blinking rate you will
need to logon to the user, and go to HCU\Control Panel\Desktop and change
the value of CursorBlinkRate to 999999 as well.

By enabling Show All Files in Folder Options, your vital system files are
still hidden, in order for these to become visable you need to do a little

the right pane double-click ShowSuperHidden, give it the value of 1, reboot
your computer and all files should now be displayed.

Besides the fact msn messenger is an annoyance in itself and uninstalling
it, you can play with the registry to prevent it from loading when you visit
oh say hotmail. Open the registry and go to the following key:

then double-click the (Default) string and delete the path to MSMSGS.EXE,
click ok. This will stop Messenger from launching when visiting certain
pages.

If you followed the previous steps in the last tip then you will realize
that Outlook Express will take a long ass delay in loading. So in order to
remove this delay you have to go to the messenger directory
(C:\Program Files\Messenger) and rename the messenger folder to messengerd,
this will prevent the delay in OE6.

[87. IMPROVE BROWSING TIME]

Use this tip ONLY if you do not have any scheduled tasks on your computer,
this will prevent windows from needlessly searching for scheduled tasks on
a remote computer to disable this behavior; open the registry, go to
HLM\Software\Microsoft\Windows\CurrentVersion\Explorer\RemoteComputer\
NameSpace\, now delete the key that is named
{D6277990-4C6A-11CF-8D87-00AA0060F5BF}, Windows will no longer waste your
time by searching for scheduled tasks on other computers.

[88. RESET WINDOWS MEDIA PLAYER VIDEO CACHE]

Sometime you may download a video and in the middle of downloading the video
you decide to play it to see if its worth downloading...well during the
playing WMP stores information about the video you have played..so say only
2 minutes of the video is downloaded yet the complete video is 7 minutes
long. So once the download is complete and you launch the video it may
only read 2 minutes because WMP still uses its Video Cache instead of the
new full featured video.
In order to clear WMP video cache you need to open the following folder
\Documents and Settings\All Users\Application Data\Microsoft\Media Index,
now delete the file called wmplibrary_v_0_12.db. This will reset the cache
and hopefully make it so you can play your video completely.

[89. MSCONFIG ALTERNATIVES]

You'll notice in Windows 2000 that there is no msconfig like there was in
windows 98/ME. You can download and install Startup instead by visiting the
website at http://www.mlin.net/StartupCPL.shtml. The program is much more
robust than msconfig. You can alternatively copy msconfig.exe from windows xp
if you'd like to use it in Windows 2000.

[90. ENABLE AUTO LOGON]

This can be a good feature to have if you are too lazy to sign in your own
username and password, however it can also be a security problem seeing as
anyone that turns on the computer can automatically log in to the specified
account. If you wish to do this still follow these steps; open the registry
and head to HLM\Software\Microsoft\Windows NT\CurrentVersion\Winlogon, now
in the right pane create the new string values:
DefaultUserName - enter the value of the username who is to auto logon.
DefaultPassword - value of the password who is to auto logon.
DefaultDomain - value of domain that the user is to logon, if any.
Now create or edit the string value named AutoAdminLogon and give it a value
of 1. Reboot your machine and you should now automatically logon everytime
you boot your computer.

[91. REMOVING PROGRAMS FROM ADD/REMOVE PROGRAMS]

Sometimes a program bug will list a uninstall entry on add/remove programs
that simply doesn't work, or perhaps you deleted the files off the hard
drive instead so the entry doesn't point to anything. In order to remove
these entries you need to open the registry and go to HLM\Software\Microsoft\
Windows\CurrentVersion\Uninstall, here you will see a list of programs that
correspond to the installed programs, delete whichever are invalid.

Use your search function and search for the file called sysoc.inf (note you
may need to have all files visable for this to work), then double-click on
the file. Now you will be presented with a bunch of entries under
[Components]. You can add more options to Windows Component Removal by removing
"Hide" entries.
Fax - This is the Fax utlity installed in Windows 2000
Imagevue - Gives options to remove imaging components
AutoUpdate - Gives the ability to remove Windows Auto Update component

There may be more listed in your setup, but these are the ones that I could
change when I removed "HIDE" from their entries. AutoUpdate will NOT be listed
unless SP3 or higher is installed.

In device manager generally the devices only hooked up to your computer at the
time will be shown. With this tweak you will be able to make it so device

[1. FILES DONT SHOW IN THE RECYCLING BIN WHEN DELETED]
Someone may have accidently changed the recycling bin settings, to
change them back right-click on the bin select properties, uncheck
"Do not move files to the Recycle Bin."

If this solution doesn't work its also possible that someone has set the
security settings on the Recycling bin to be too restrictive. Log on using
the Adminstrative account, locate C:\Recycled, right-click and select
properties, click Security Tab, allow full control, click ok.


[2. INTERNET EXPLORER 6 DOESNT SHOW GIF FILES]
There has been no official fix for this issue but here are some of the
suggested steps.
- Clear all history and temp. internet files
- Change encoding to Western European, Turn off any proxy server
- Under Tools > Internet Options.. > Advanced, make sure the following
are checked: Play Animation in web pages, Enable third-party browser
extensions, Show Pictures.
- Run these commands, regsvr32.exe /i shdocvw.dll
regsvr32.exe /i shdoc401.dll
- Try internet explorer repair (add/remove programs, internet explorer,
repair internet explorer)


[3. STOP 0x0000007B: INACCESSIBLE_BOOT_DEVICE]
This error normally occurs if a motherboard is swapped and uses a different
set of drivers than the previous motherboard. To fix this boot with the
Windows 2000 Setup Disk, Continue into setup until you get the option to
repair your current installation of Windows 2000. After the repair Windows
2000 should operate normally.


[4. WINDOWS 2000 DOESNT START WITH PCANYWHERE 9 INSTALLED]
If Pcanywhere 9.0 is installed on Windows 2000 booting will generate a
winlogon.exe crash. To fix this you need to first uninstall PCANYWHERE
by booting your machine up in safe mode (F8 on boot, Safe Mode) using
Add/Remove programs to remove it, reboot the machine in normal mode.
Go to http://www.symantec.com/techsupp/files/pca/pca9-9598nt.html,
download the patch, install Pcanywhere 9.0 again and then apply the
patch.

[5. MISSING DESKTOP AFTER EXPLORER CRASH]
Instead of rebooting your computer, simply press Alt + Ctrl + Del,
click Task Manager, click file - new task.., type in explorer.exe,
click ok. Windows 2000 should reload your desktop.

[6. WINDOWS 2000 WONT REMEMBER FOLDER VIEW SETTINGS]
Sometimes after so many different view settings on so many different folders
Windows 2000 will forget its settings. There are numerous solutions to try
they are as follows:
- under tools - folder options - view tab, see if "remember folder's view
settings" is checked under advanced.
- Under HCU\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer in
regedit, make sure there is no DWORD value named NoSaveSettings with a
value of 1. If there is, delete it or give it the value of 0.
- Finally if neither of the previous solutions work you will have to increase
Windows 2000's quota for remembering folder settings. Go to HCU\Software\
Microsoft\Windows\Shell, create a new DWORD value in the right pane named
BagMRU Size, give it the value of 2000 in decimal. Go to HCU\Software\Microsoft\
Windows\ShellNoRoam, create the same DWORD value as previously mentioned.
Reboot your machine.

[7. FILES SORTED WRONG IN EXPLORER]
In Windows 2000 sometimes My Computer can view icons in the order you do not
want it to be in, and no matter what you do it seems to revert to what it was
previously. To fix this
- Right-click start, select explorer, select C: Drive
- Click View, click details
- click the Name Column, Hold Ctrl, close explorer by clicking the X
- release Ctrl, reboot your computer
